State Government On Wednesday, I visited Sacramento to meet with our elected representatives to discuss State regulation of wastewater treatment. As you know, sewer rates have been climbing. One of the factors is the "one size fits all" model for regulations. I'm hoping to build support for a more focused approach for rural communities. I was pleased with the reception I received and will continue to engage our representatives. This was my first trip inside the Capitol in several years. My first impression was that access to Capitol and legislative offices was quite easy. Of course, there was the usual screening but the staff were helpful and efficient. I arrived a bit early for the appointments. I used some of that time to people watch -- and a lot of people there were. School children, community groups, tourists and staffers were everywhere. I also noticed a number of small clusters of individuals who seemed to be going from office to office in pursuit of their issues. All in all, democracy in action. Outside, it was a very warm and windy day. As I left the Capitol, I saw that two large organized events were being setup -- lots of chairs, balloons, and loud music. The events like the traffic were truly urban scaled activities. It was really nice to get back on Highway 49 via the Sutter Creek Bypass and return to our rural home.
