    In 2001, Lee joined the Amador-Tuolumne Community Action Agency as the Information and Planning Manager for the Head Start program.  The Head Start program serves disadvantaged children, who are 3 to 5 years old.  Lee's job was to manage program performance information and plan for changing requirements.  He brought sound business practices to improve management reporting and information sharing.
     
    Lee recognized the need for more and newer personal computers in the classrooms and offices.  He wrote a series of successful non-governmental grant applications to double the number of PCs in the classrooms and replaced all the office computers.  Preschoolers with computer skills have a better chance at success in their later education, and education is the modern key to economic success in life.
